Niue has operated a licensed bullion and novelty coin program since the 1990s, contracting the Perth Mint and others to produce collector pieces under its sovereign authority — a revenue stream that dwarfs anything the island's 1,600-odd residents could generate through conventional taxation. The Star Wars licensing agreement with Disney/Lucasfilm places this issue within a long-running series that began appearing on Niuean coinage over a decade ago.
