Niue has operated as a prolific bullion and commemorative licensing platform since the 1990s, effectively leasing its sovereign coinage authority to foreign minting houses — in this case almost certainly a European private mint issuing under New Zealand monetary oversight, since Niue uses the New Zealand dollar as its actual currency.
