Niue has long served as a licensing vehicle for third-party bullion and commemorative programs, with the actual creative and commercial decisions made entirely off-island. This Oppenheimer piece is part of that trade — a modern silver round dressed as legal tender, issued under Niuean authority because the arrangement is financially convenient for both parties.

Oppenheimer's security clearance was revoked in 1954 after closed-door hearings driven largely by Lewis Strauss, a personal antagonist with influence over the Atomic Energy Commission. It was reinstated symbolically in December 2022 when the Department of Energy formally vacated the 1954 decision.
