Niue has functioned since the 1990s as a licensing vehicle for the New Zealand-administered coin program, issuing legal tender under the Pacific Island Meetings Act arrangement that grants it monetary authority despite having no central bank. The Eye of Horus series is one of dozens of themed collector programs struck under this arrangement, produced entirely for the numismatic market — none of these pieces ever circulate on the island itself, whose roughly 1,500 residents use the New Zealand dollar for daily transactions.

The embedded crystal is supplied through a separate component manufacturing process before striking, a technique refined by European mints — notably the Polish Mint, which produces a significant share of Niue's novelty issues — over the past two decades.
