The seal is surrounded by a decorative wreath-style border. The legend ONE DOLLAR arcs across the upper field, while the motto ATUA NIUE TUKULAGI appears on a scroll beneath the seal. The date 2023 is inscribed in the lower field. The entire design is rendered on a highly polished proof surface with gold plating.

Niue has operated as a prolific licensing jurisdiction for commemorative coin programs since the 1990s, contracting production to foreign mints — primarily the Polish Mint in Warsaw — while contributing little beyond its sovereign name on the obverse. This Colosseum piece is one of hundreds of themed issues released annually under that arrangement, with Charles III's effigy appearing here largely because Elizabeth II died in September 2022, requiring a new obverse master for the entire product line.
