Liberia's dollar series from the mid-2000s was produced almost entirely for the collector market, issued under licensing arrangements with foreign minting firms rather than through any domestic monetary infrastructure. Liberia had no functioning mint of its own. The "Bern" designation places this within a city-themed subseries, a format that generated considerable criticism among numismatists for prioritizing sales volume over coherent monetary rationale.
