Palau began issuing novelty collector dollars in the mid-1990s under licensing arrangements that allowed foreign minting houses — primarily in Europe — to produce coins on the republic's behalf with minimal domestic involvement. The Barracuda issue belongs to a marine life series that leaned heavily on Palau's reputation as a world-class dive destination, targeting the collector market rather than circulation. Most pieces went directly from mint packaging into collections and never touched Palauan commerce.
