Palau's wildlife-themed dollar series from this period was produced almost entirely for the collector market — none of these pieces saw meaningful circulation on the islands, where the U.S. dollar functions as the de facto currency and vending machines don't recognize foreign cupro-nickel slugs regardless of face value. KM#261 is one of several bird-subject issues from the same year, struck by a contract mint for a government that outsources virtually all its coinage production.
