Liberia's 1990s commemorative dollar program was essentially a licensing operation — the government issued dozens of celebrity and sports themes with minimal connection to Liberian history, targeting the collector market almost exclusively. These pieces were never intended for circulation and were sold directly to wholesalers and telemarketers. Ruth himself died in 1948, long before licensed sports memorabilia became the cottage industry that made issues like this commercially viable.
