Namibia's independence from South African administration came only in 1990, making this a very early issue from one of Africa's newest central banks. The "5th Year of Independence" designation reflects a deliberate commemorative framing — the Bank of Namibia was still establishing the credibility of the Namibian dollar, which had replaced the South African rand at par just two years after independence in 1993.
