The General Bank of Communications (交通银行, Jiaotong Yinhang) was established by imperial decree in 1908 to manage railway, telegraph, and postal revenues — a financing instrument for infrastructure, not a conventional commercial bank. Notes issued in its first years carried real institutional weight; the bank held a privileged relationship with Qing government assets at a moment when the dynasty had perhaps a decade left.

Chung Ming Printing Agency was one of the few domestic Chinese security printers operating at this period, before the Republic-era contracts shifted heavily toward foreign firms like American Bank Note Company and Waterlow & Sons. A domestically printed Qing-era dollar note is the exception, not the rule.
