The Ta Ch'ing Government Bank was established by imperial edict in 1905 as the Qing dynasty's first attempt at a centrally controlled state bank — distinct from the older Hu Pu Bank, which it was meant to eventually absorb. This note predates the 1911 revolution by five years, placing it in the narrow window when Qing financial modernization was still a live project rather than a rearguard action.

The Chung Hua Book Company attribution is worth scrutiny. The firm is more commonly associated with post-imperial Republican-era printing; its involvement this early suggests either subcontracting arrangements or a later reprint using surviving plates. Pick's A63A designation — the "A" prefix — signals an unconfirmed or provisional attribution, and the printing credit should be treated accordingly.
