Newfoundland retained its own currency administration long after Confederation with Canada became a live political question, and these Department of Public Works notes reflect that stubbornly independent fiscal posture. The Provincial — technically Colonial — government issuing currency through a public works department rather than a treasury or central bank was unusual even by the loose standards of early twentieth-century colonial finance.

ABNC printed the series from its New York facilities during a period when the company held engraving contracts across the Caribbean and British North America simultaneously. Newfoundland wouldn't join Canada until 1949, making these notes some of the last sovereign-adjacent colonial dollar issues in the Western Hemisphere.
