Tunisia's 1979 silver dinar series was issued under Habib Bourguiba's government as part of a broader program of commemorative coinage intended partly for international numismatic markets rather than domestic circulation. The Venus piece specifically references the Roman ruins at Dougga and Carthage — Tunisia having inherited some of the most significant Roman colonial sites in North Africa — though the coin's production was oriented toward hard-currency generation at a moment when Tunisia was managing external debt and a carefully controlled monetary policy under IMF structural guidance.

Struck at .925 silver, the series saw limited domestic handling. Most examples reached collectors directly through Banque Centrale distribution channels and retain full mint luster as a result.
