Issued as part of the United Nations Food and Agriculture Organization coin program, which ran from the late 1960s through the 1990s and enlisted central banks worldwide to produce commemorative circulation strikes promoting agricultural development. Jordan participated repeatedly across several decades. The FAO program was never a UN-minted series — each participating country bore full production responsibility, meaning specifications varied considerably between issuers.

Hussein ibn Talal had been on the Hashemite throne since 1952. By 1995, Jordan had signed its peace treaty with Israel just months prior — October 1994 — making this among the first Jordanian issues struck in a formal peacetime environment after decades of conflict.
