Libya's 1991 dinar series was issued under Gaddafi's Jamahiriya system, a period during which the country was operating under sustained international sanctions following the 1988 Lockerbie bombing. The continued use of Thomas De La Rue for printing is worth noting — despite growing political isolation, Libya maintained relationships with Western commercial printers through much of this period before eventually shifting to state-controlled production.
The watermark is the sole security feature, modest even by early-1990s standards for a De La Rue contract.
