Libya's 1988 dinar series was issued under the Great Socialist People's Libyan Arab Jamahiriya — Gaddafi's post-1977 rebranding of the state — at a moment when oil revenues had collapsed sharply following the mid-1980s price crash. The Central Bank was under sustained pressure to maintain monetary stability while foreign currency reserves deteriorated. Thomas De La Rue's involvement is unremarkable for the region, but worth noting given U.S. and later European sanctions pressure that would eventually complicate Libya's access to Western security printers.

Pick 54 is a relatively common survivor in circulated grades; the cotton substrate holds up well under Libyan conditions, and hoarding was not unusual during periods of import scarcity.
