Iraq's Government Currency Directorate issued this note under British-administered wartime conditions — the country was under effective British military occupation following the suppression of the Rashid Ali coup in May 1941, and currency stability was a direct instrument of that control. The series was produced by De La Rue in London at a time when the printing firm was simultaneously handling urgent wartime currency and document contracts for numerous Allied governments and territories.

The 1941 Iraqi dinar notes are known to have circulated alongside earlier series without obvious public distinction, which complicated later redemption accounting.
