Obverse description Imperial Russian double-headed eagle displayed at center, each head surmounted by a small crown and the two heads jointly surmounted by a larger imperial crown above. The eagle's wings are spread wide, and the breast bears a shield depicting St. George and the Dragon. The right talon holds an orb surmounted by a cross, and the left talon clutches a sceptre. The design is rendered within a raised inner border, with a milled outer rim.
