The National Bank of Vietnam commissioned pattern coinage in 1964 as the Saigon government attempted to stabilize a currency already buckling under wartime inflation and American dollar penetration of the domestic economy. This piece never reached circulation — the monetary conditions that prompted its design also ensured it was never practical to issue it.
