The Isle of Man Treasury has long operated as a commercial licensing machine, issuing commemorative crowns for virtually every major international event with minimal connection to the island itself. Salt Lake City 2002 was the first Winter Olympics held after the September 11 attacks, with significant security infrastructure deployed and several venues originally scheduled for construction delays — the Games proceeded under considerable political tension, then became further mired in a bribery scandal involving IOC members that had actually broken before the torch was lit.
