Gibraltar's late-1990s commemorative program was extraordinarily prolific, producing dozens of silver proof issues annually for the collector market with little pretense of circulation intent. The "War Babies" crown belongs to a broader series commemorating the 60th anniversary of World War II events as they specifically touched Gibraltar — a territory evacuated of virtually its entire civilian population between 1940 and 1944, with residents dispersed to Britain, Madeira, Jamaica, and Northern Ireland.
Children born to evacuated Gibraltarian families during those years occupy an unusual civic identity in the territory's history, claimed as both exiles and natives.
