Gibraltar's sustained program of themed Crown issues throughout the 1990s leaned heavily on British cultural nostalgia, and the Paddington Bear license was a natural fit for a territory whose identity is bound up with its relationship to the Crown. Michael Bond created Paddington in 1958, loosely inspired by evacuee children he saw at Paddington Station during the war carrying luggage labels around their necks — a detail that fed directly into the character's backstory as an unaccompanied arrival from Peru.
