Gibraltar's Crown series of the 1990s leaned heavily on themed collector sets, and this Judaism issue formed part of a broader "Israelite Civilisation" release aimed squarely at the proof market. Gibraltar had no particular historical or political connection to the subject matter — the coins were frankly a revenue vehicle, exploiting the Crown format and the Royal Mint's .925 silver specification that had become the de facto standard for Commonwealth commemoratives after decimalisation.
KM#584 is one of several near-identical format issues Gibraltar produced that year across different civilization themes.
