Portugal's hosting of Euro 2004 prompted a flood of commemorative issues across Europe, most of them forgettable. The Isle of Man's program was among the more prolific — the government had built a reliable revenue stream from licensed sports commemoratives through the 1990s and early 2000s, contracting designs through Pobjoy Mint. Greece won the tournament, delivering one of the most significant upsets in the competition's history.
