Costa Rica's 1923 counterstamp program was a practical response to chronic coin shortages following World War I disruptions to the mint supply chain. Rather than strike new coinage outright, the government authorized the counterstamping of existing foreign silver — primarily older Central American and South American pieces already in circulation — to legitimize them as legal tender denominated in colones.

KM#164 encompasses a notably heterogeneous host coin population, which means condition and strike quality vary entirely with the underlying piece, not with any Costa Rican minting standard.
