Rural cooperative banks operating in Japanese-occupied northern China during the early 1940s occupied an ambiguous administrative space — nominally Chinese in name, but functioning within a monetary structure overseen by occupying authorities. Heijian County sits in Hebei Province, and local cooperative credit institutions at this level were typically chartered to manage agricultural lending and grain transactions at the village level, where larger institutional notes were impractical.

The unlisted Pick status is unsurprising. County-level scrip from this period survives in fragmentary quantities, and systematic cataloguing of occupied-territory rural cooperatives has never been completed. Most circulated within a single county and were redeemed or simply discarded when the issuing body dissolved after 1945.
