| Opis awersu | Four crowned royal cyphers of Léopold II, composed of interlaced 'L' monograms, are arranged symmetrically around the central round hole, with decorative foliate or palm-branch elements between them. A royal crown surmounts the topmost monogram, while the design radiates outward toward a beaded inner border. The circular legend reads 'LEOP. II R. D. BELGES SOUV. DE L'ETAT INDEP. DU CONGO', separated by a small star at the top. The field between the monograms and the outer legend is defined by a dotted circle. The overall composition is engraved in a precise Neo-Renaissance style characteristic of Léopold Wiener's work. |

The Congo Free State was not a national government but the personal property of Léopold II, registered to him privately at the 1884–85 Berlin Conference. No other territory in the colonial period was formally owned by a single individual rather than a sovereign state. These centimes were struck in Brussels and represent the earliest coinage of that arrangement — Léopold's mint issuing currency for a private empire roughly the size of Western Europe, administered through a regime later documented by E.D. Morel and Roger Casement for its systematic use of mutilation as labor enforcement.
