Ollioules is a small commune in the Var department, and this piece belongs to the wave of privately-issued "euro" tokens that flooded French local commerce in the mid-1990s — years before the actual euro existed. Municipalities, retailers, and regional councils issued these fantasy denominations as promotional currency ahead of EMU accession, with no legal tender status and no official sanction from the Banque de France. Some circulated locally in participating shops; most were bought by collectors and never saw a till.
