During the early 1920s, Portugal's municipal chambers across the country resorted to issuing their own emergency cédulas to compensate for a chronic shortage of small-denomination coinage. Vila Nova de Foz Côa's issue was part of this wider phenomenon — a direct consequence of metal hoarding and wartime disruption to the Mint's output that persisted well into the peacetime years. These municipal notes carried no guarantee beyond the creditworthiness of the issuing câmara, which varied considerably from one concelho to the next.
The Douro region municipalities tended to issue in small runs, and survival rates for these cédulas are low — paper this thin, passed through local shops and markets, rarely survived intact.
