Portuguese emergency paper money of this type — cédulas, issued by municipalities, commercial firms, and private associations — proliferated after 1917 when wartime coin shortages made small change almost impossible to find. Pinto & Ca. was a commercial house in Vila Nova de Famalicão, one of hundreds of private issuers who effectively took over the small-denomination function that the state could not fulfil. By 1920, the practice was so widespread that the government eventually moved to suppress private issues entirely, though enforcement was uneven and slow.

MA#2428 is a rarely catalogued issue; surviving examples tend to surface in regional Portuguese collections rather than international ones.
