Sines issued its own emergency paper cédulas during the early 1920s because Portugal's chronic postwar coin shortage left municipalities with no practical alternative. The Câmara Municipal de Sines — a small coastal council in the Alentejo — was one of dozens of local authorities authorized under emergency legislation to print low-denomination notes to substitute for missing bronze and nickel coinage in daily transactions.

The MA#2140 reference places this within the Mântua catalog of Portuguese local emergency currency, a collecting category where survival rates vary dramatically by municipality. Sines examples are not commonly encountered.
