| Obverse description | Plain cream paper ground covered with a repetitive yellow rosette underprint arranged in a regular grid pattern. The issuer's name 'CAMARA MUNICIPAL DE OVAR' is printed in large green capital letters across the top, below which the numeral '1' appears within a rectangular frame at centre, flanked by the serial number to the left and 'Série A' to the right. Portuguese municipal chambers issued emergency cédulas in large numbers between 1917 and the early 1920s, filling a genuine void left by coin shortages that the Banco de Portugal was slow to address. Ovar's issues are among the more obscure of these local emissions — the town sits on the Aveiro coast and had no particular commercial weight, which kept print runs modest and survival rates lower than notes from larger municipalities.
The 1 Centavo denomination was the smallest practical unit issued at this level, and many were worn to illegibility within months.
