| Obverse description | Brown letterpress note with an outer decorative border of interlocking loops enclosing the central design. The municipal coat of arms — a crowned shield bearing a standing female figure — occupies the centre, flanked on left and right by vignettes of fortified castle towers. The denomination panel at the foot reads VALE 1 Centavo within a cartouche, with Série B and a handwritten serial number above; the year 1921 appears at upper left, and a manuscript signature of the President appears at upper right beneath the legend COM. Portuguese municipal chambers issued their own emergency paper money — cédulas — during the early 1920s due to a chronic shortage of small-denomination coinage that the central government had failed to adequately address. Guimarães, one of the older municipalities in the Minho region, was among dozens of local authorities that stepped in to fill the gap. These municipal issues circulated purely within their issuing locality and were redeemable only through the câmara itself.
The MA#1088 reference places this firmly within the Marques de Almeida catalog of Portuguese notgeld-equivalent issues. Survival rates for these low-denomination cédulas are unpredictable — heavy daily use in small transactions destroyed many, while others were quietly saved as curiosities almost from the moment of issue.
