Portuguese municipal chambers issued emergency paper money — cédulas — extensively in the years around 1920, filling the void left by a chronic shortage of small-denomination metallic coinage that had plagued circulation since the First World War. Faro's municipal chamber was among dozens that resorted to this stopgap, and these local issues were rarely produced in large quantities or to high printing standards.

The MA#878 reference places this within the Marques de Aviz catalog of Portuguese notaphilic material, the standard authority for these municipal cédulas. At 63 × 43 mm, this is among the smallest paper issues of the period.
