Cezimbra — the small fishing town south of Lisbon now spelled Sesimbra — was among dozens of Portuguese municipalities that issued their own emergency paper currency during the cédula crisis of the early 1920s. The national shortage of small coinage following World War I left ordinary commerce effectively paralyzed, and local councils were authorized to fill the gap with municipally guaranteed notes. These cédulas circulated hyperlocally, redeemable only within the issuing jurisdiction, and were frequently refused just a few kilometers away.
Abel Gomes Pólvora's signature as signing authority anchors this to the specific administrative moment when Sesimbra's câmara took on that responsibility.
