Aveiro's municipal chamber was one of dozens of Portuguese local authorities forced into emergency note production after the First World War triggered a severe shortage of small-denomination coin. The national government proved unable to supply adequate bronze and copper coinage through 1919 and into the early 1920s, leaving municipalities, businesses, and even parish councils to fill the gap with locally produced cédulas.
The embossed seal was the issuer's primary — often only — anti-counterfeiting measure, applied by hand after printing. Crude by any standard, but sufficient given the purely local circulation these notes were intended for.
