Victory Markets was a regional supermarket chain based in upstate New York, and like many retailers during the coin shortage of the mid-1960s, it issued its own small-denomination paper scrip to make change at the register. The U.S. Mint simply could not keep copper and clad coinage in circulation — hoarding and vending machine demand had stripped tills bare — so merchants across the country printed fractional notes rather than turn customers away or round up prices.

The New York address on this piece distinguishes it from the more common upstate issues. Worth confirming whether this represents a short-lived city branch or a separate corporate entity.
