Stop & Shop issued these fractional paper cents as a practical workaround to a genuine retail problem: Massachusetts sales tax calculations on small purchases routinely produced sub-cent remainders, and coin shortages in the early 1970s made exact change a persistent headache. Merchant-issued paper scrip filling that gap had solid legal precedent in the U.S., provided it wasn't designed to circulate as currency — Stop & Shop's notes qualified, being redeemable only at their own registers.
Albert Frager served as company treasurer through the period when Stop & Shop was expanding aggressively across New England. His signature on a one-cent chit is a small, odd footnote to that corporate history.
