South Dakota's 1933 cigarette tax stamps occupy an odd corner of notaphily — technically fiscal instruments, but collected alongside Depression-era scrip and emergency issues because they circulated as proof of prepaid state revenue at a moment when every cent of tax collection mattered. The state legislature had imposed its cigarette tax just as the tobacco industry was navigating federal New Deal pressures, making state-level enforcement stamps a serious administrative priority rather than a formality.
At 23 x 19 mm, these are among the smallest collectible paper items in any American fiscal collection. Separation and soaking damage are the dominant condition problems with survivors.
