Safeway Stores Incorporated issued scrip tokens like this one during the early-to-mid twentieth century, when retailers operating across multiple states sometimes produced their own fractional currency to manage change-making at the register — particularly during coin shortages or as a mechanism for locking customer value back into the store. Little Rock-issued scrip points to local or regional authorization rather than a national Safeway program, suggesting this was a branch-level or district-level initiative rather than corporate policy rolled out system-wide.

Paper cent scrip from named grocery chains survives in surprisingly small quantities; most was redeemed quickly or discarded.
