Safeway's Houston Division issued fractional paper scrip during the mid-1970s as a practical workaround for the chronic small-coin shortage that had plagued retail operations since the late 1960s. Rather than round up transactions, Safeway issued these internally redeemable certificates to give customers exact change in paper form. The Houston Division operated its own scrip program independently of the national chain's other regional divisions, which is why these notes carry specific geographic attribution.
Collector interest is narrow but consistent — corporate scrip from major grocery chains rarely survives in quantity, most having been redeemed or discarded by customers who saw no reason to keep a cent-denomination slip of paper.
