Safeway operated its own scrip programs in various regions during the mid-twentieth century, issuing fractional denominations to facilitate change-making — a common retail workaround during periods of coin shortages or internal accounting convenience. The Phoenix Division designation points to regional rather than corporate-level issuance, meaning these circulated within a specific store network rather than systemwide.

Retail scrip of this type was never redeemable for cash, only against purchases, which kept it firmly within the issuer's ecosystem. Few customers bothered to save it.
