Valley Forge General Hospital in Phoenixville, Pennsylvania operated as a major military hospital during World War II and into the immediate postwar period, holding German and Italian prisoners of war among its population. Like many PoW installations in the United States, the camp issued its own scrip to allow prisoners access to canteen goods while preventing U.S. currency from circulating within the compound — federal policy required that prisoners not handle American money directly.

Campbell 8864 is among the lower denominations in this small series. PoW canteen scrip from stateside camps is genuinely uncommon in the collector market; most was destroyed at closure or simply discarded.
