National Super Markets issued these small-denomination paper cents as part of a rounding system adopted by several American retailers in the early 1970s to manage cash transactions in jurisdictions where cents were in short supply or where rounding to the nearest nickel was being tested. The notes functioned as store scrip, redeemable only at participating locations, and had no standing outside the issuing chain.
Milwaukee saw a handful of retailers experiment with this format during that window. Most were discarded by customers or lost in the wash — survivors in clean condition are harder to locate than their mundane origins would suggest.
