Mr. D's Super Stores issued these fractional paper cents as in-store scrip during the early 1970s, almost certainly to manage change-making at the register — a practice that had largely died out in American retail by the postwar period but occasionally resurfaced in rural areas where coin shortages or rounding needs made small-denomination substitutes convenient. Lander, Wyoming's isolation from major distribution centers may have been a practical factor.
Private scrip of this type occupies an odd regulatory space: technically legal as a store token or coupon redeemable only by the issuer, but subject to scrutiny if perceived as circulating currency.
