National Tea Co. operated Super Loblaws as a licensed banner across the American Midwest and mid-Atlantic states, distinct from the Canadian Loblaws chain despite the shared branding. These small-denomination paper scrip issues were almost certainly used as change-makers — a common stopgap during periods of coin shortages or simply to keep small change circulating within the store's own ecosystem. Erie, Pennsylvania would have been one of numerous locations running the same program.
Paper scrip at one cent is about as low as merchant-issued notes get. Few customers bothered to redeem them.
