American grocery scrip of this type was typically issued by independent retailers during the mid-twentieth century to manage change-making at the register or to encourage repeat custom — a 1-cent denomination suggests the latter, functioning more as a loyalty token than a transactional instrument. Williams 7 To 11 Markets were small-format convenience and grocery operations, and scrip of this kind was never regulated at the federal level, meaning issuance quantities and redemption records were kept, if at all, entirely at the store level.
Survival is almost entirely accidental — most examples were redeemed, lost, or discarded.
