Food stamp scrip of this type was produced by several small Chicago-area printers as promotional or test material — blanks intended for use in coupon redemption systems, trading stamp programs, or institutional meal plans rather than any government food assistance program. The federal food stamp program, formally established in 1964, operated through perforated booklets issued by USDA, not loose scrip of this format.
Printers' blanks without issuing authority text exist because buyers — schools, company cafeterias, church programs — would supply their own imprint details after ordering base stock. This example never received one.
