Food stamp scrip of this kind emerged from a federal authorization that allowed retailers approved under the USDA food stamp program to issue change in the form of tokens or paper chits rather than returning coins — since food stamps themselves could not be given as change. J & J Food Center scrip occupied a peculiar regulatory niche: privately printed, redeemable only at the issuing store, and technically compliant with federal rules that most shoppers never knew existed. The program permitting this practice was phased out in 2009.
